Algeria UNDP Digital Transformation Agreement: Building a Smart Nation

The High Commission for Digitalization of Algeria has signed a two-year strategic agreement with the UNDP aimed at advancing public sector innovation, expanding e-governance, and enhancing digital literacy nationwide. Under this partnership, the UNDP will provide targeted technical assistance to help modernize Algeria’s digital infrastructure and policymaking capacity.

Officials explained that the initiative focuses on three main goals:

  1. Improving public service efficiency through digital tools and automation.
  2. Expanding access to digital education and training to strengthen workforce readiness.
  3. Encouraging collaboration between universities, startups, and private companies to create a robust digital ecosystem aligned with global standards.

Boosting Innovation and Digital Skills Across Algeria

By working closely with UNDP, Algeria aims to accelerate its national digital transformation and position itself at the forefront of digital governance in Africa. The agreement supports the government’s ongoing strategy to digitize administrative processes, simplify citizen access to online services, and expand universal internet coverage.

With more than 54 million mobile connections and 77% internet penetration in 2025, Algeria already possesses a strong foundation to leverage innovation and stimulate new economic opportunities. The initiative also aligns with broader goals of strengthening cybersecurity, promoting data transparency, and fostering an inclusive digital economy.

A Vision for Technological Sovereignty

According to officials, the Algeria–UNDP collaboration represents a cornerstone of the country’s long-term vision for technological sovereignty — ensuring Algeria develops the expertise, infrastructure, and regulatory capacity needed to manage its own digital future.

Experts say the project will help reduce dependence on foreign systems while encouraging homegrown talent and entrepreneurship. By connecting local institutions and private innovators, the partnership aims to nurture a digital-first culture capable of sustaining inclusive growth.
